Dartmouth Town Council Strategic Plan 2025-2030

Introduction

This document marks the first phase in creating Dartmouth Town Council’s long-term vision. The Strategic Plan focuses on the broader goals and direction for the town over the next four years, setting out the “why” behind the council’s priorities.

Following this strategic framework, an Operational Plan will be developed in consultation with Councillors, detailing the steps and actions required to achieve these goals. Both the Strategic and Operational Plans will serve as guiding documents for officers in their work for the council.

Strategic Plan – The Big Picture

The Strategic Plan outlines Dartmouth Town Council’s priorities over the next five years, with a focus on:

• Sustainability
• Community Wellbeing
• Economic Growth
• Preserving the Town’s Unique Character

These priorities will help shape the future of Dartmouth, ensuring that the town remains a thriving and welcoming place for residents and visitors alike.

The Plans

To achieve its vision, Dartmouth Town Council will follow a structured approach with three key plans:

1. Strategic Plan

This document represents the big picture and sets the council’s main goals for the next few years. It defines what the council wants to achieve and why it matters, acting as the foundation for all future planning and decision-making.

Think of it as setting the goal of “climbing the mountain” – determining where we want to go and why it is important.

2. Operational Plan

Once the Strategic Plan is in place, an Operational Plan will be created to break down the goals into specific actions for the short term (typically over one year). This plan will provide clear steps on how we will achieve our objectives, assigning responsibilities and timelines.

This is the equivalent of planning the path up the mountain, detailing the steps we need to take, who is responsible, and when each milestone will be reached.

3. Financial Forecast

A well-planned budget is essential to ensure the successful implementation of both the Strategic and Operational Plans. The Financial Forecast will outline the resources needed to support these initiatives, ensuring financial sustainability and accountability.

This plan serves as the necessary resources (money, tools, and support) required to successfully climb the mountain.

Next Steps

With the Strategic Plan serving as a foundation, the next phase will involve developing the Operational Plan, working closely with Councillors and the community to translate these priorities into actionable steps. Additionally, the Financial Forecast will ensure that the necessary resources are in place to support these initiatives.
